Job Summary

Under the direct supervision of the Director General Health Services, the incumbent is responsible for administration, planning, supervision, collaboration and evaluation of all nursing services in the country.

The position also involves participation in decision-making and policy-making processes of the Ministry, identification of nursing educational needs and research problems.

Key Responsibilities

Direct nursing services in the country.
Advise the Ministry of Health on matters pertaining to development of the nursing profession and improvement of nursing services.
Develop policies, procedures, standards and guidelines for nurses.
Inform the HCNS/HPHNS of matters affecting policy and necessary measures to implement agreed policy.
Develop long- and short-term nursing plans for the country in collaboration with heads of nursing services.
Develop strategic plans for the nursing profession.
Coordinate implementation of regional and international resolutions and programmes within the country.
Advocate for ethical policies that promote access, equity, quality and cost.
Analyse ethical, legal and social factors influencing policy development.
Contribute to development of health policy.
Analyse implications of health policy across nursing and midwifery.
Assess the impact of legislation on health-care policy development.
Coordinate nursing services within the Ministry.
Establish links with other health services in other Ministries, non-governmental organisations, regional and international agencies.
Liaise with national, regional and international professional bodies in relation to nursing.
Ensure development and periodic review of nursing standards, protocols and guidelines.
Participate in review of the Nursing Act and other legislation affecting health and nursing.
Ensure nursing practice is in line with guidelines provided by the Lesotho Nursing Council and International Council of Nurses.
Collaborate with the Lesotho Nursing Association and its affiliates to improve nursing services.
Advocate for nursing research, ensure dissemination of findings and implementation of recommendations.
Identify educational nursing needs and advise the Ministry accordingly.
Coordinate development and review of curricula of nursing programmes.
Harmonise educational institutions and clinical settings.
Ensure development of nursing cadres is done in line with the approved human resources development plan.

Requirements

Master’s in Nursing (Generic) plus 5 years’ relevant working experience in a managerial position.
OR
Degree in Nursing (Generic) plus 7 years’ relevant working experience in a managerial position.
OR
Diploma in General Nursing and Midwifery plus 10 years’ relevant working experience in a managerial position.
NB: Candidates must register their qualifications with the Lesotho Nursing Council and provide a valid Nursing Licence.
