Key Responsibilities
- Lead development and implementation of the M&E framework, performance monitoring plan, indicator registry, reporting calendar and M&E procedures.
- Provide technical oversight and support to district and project M&E teams across Programme locations.
- Coordinate routine data collection, validation, analysis and reporting in alignment with donor requirements and national systems, including E-Register and DHIS2.
- Lead routine data-quality assessments, compliance audits and Strong experience and ability in using the DHIS2, E-Register, verification exercises, and monitor completion of corrective actions. DOAs, health information systems and digital reporting platforms.
- Produce dashboards, reports, presentations and analytical summaries Advanced data-analysis skills using Excel and other tools such as for management, donors, government and Programme teams. Power BI, STATA, SPSS, and any other data tools.
- Lead monthly and quarterly performance reviews and promote consistent use of data for Programme improvement and decision making.
- Support Programme evaluations, operational learning, knowledge products and documentation of lessons and innovations.
- Build the capacity of staff and partners in indicator management, data collection, data quality, analysis, reporting and evidence use.
- Coordinate strategic information activities with Ministry of Health counterparts and other relevant stakeholders.
Requirements
- Bachelor’s degree in one of the following disciplines: Public Health, Epidemiology, Biostatistics, Monitoring and Evaluation, Statistics, Economics, Health Informatics, Health Information Management, Information Systems, Information Technology, Social Sciences or any other related field.
- Postgraduate Diploma in one of the above qualifications will be an added advantage.
- At least Seven (7)-Ten (10) years of work experience in Monitoring and Evaluation.
- Experience working in Donor-Funded health or development Programmes, including at least Six (6) years of experience supporting HIV and TB Programmes.
- Experience in working at the supervisory level.
- Strong Reporting skills.
- Ensure secure data storage, access control, confidentiality, version management, complete supporting documentation and reliable audit trails.
- Strong communication skills.
- Experience in capacity building for M & E Teams
- Ability and willingness to travel, probably 50% of the time.
