The Lesotho Highlands Development Authority (LHDA) is a parastatal organization established by the Lesotho government to implement and manage the Lesotho Highlands Water Project. Operating from Maseru and project sites across Lesotho’s Maloti Mountains, the authority manages the construction and operation of dams, tunnels, and hydropower infrastructure that export water to South Africa while generating electricity for domestic use. The LHDA oversees resettlement programs, environmental management, and socio-economic development initiatives for communities affected by its large-scale water infrastructure. Its operations represent one of the largest engineering projects in Southern Africa and a critical revenue source for Lesotho’s economy.
