Position Overview
The mHealth/Informatics Officer will assist the project and foundation in the design of relevant electronic tools for recording and reporting. The incumbent will further provide technical assistance to the Ministry of Health (MOH) in the implementation of electronic registers and other software solutions.

Key Responsibilities
- Development of web-based database to house foundation and donor data.
- Development of reporting interfaces on key reportable indicators.
- Maintaining good health of databases.
- Undertaking regular data backups.
- Develop data management manual/plan.
- Monitoring and maintenance of data integrity policies.
- Performing and monitoring data audits.
- Providing program leads with data.
- Development and maintenance of mobile applications to track community activities.
- Integration of mobile applications and web-based database.
- Updating and maintenance of electronic gadgets.
- Ensure use of and quality of data in e-register(s).
- Participate in e-register TWG meetings.
- Training of district and site level on e-register and other electronic registers as applicable.
- Develop mechanisms to track state of harmonization of data between BCMCF-L and MOH.
- Implement plans to improve harmonization of data between different electronic tools.
- Develop 4IR tools like AI/Machine learning algorithms to support optimised patient care.
- Participate in research on use of technology in improving patient management.
- Support S/COE in writing SQL and managing these queries for monthly and ad hoc data retrievals.
- Support integration of QI tools in electronic databases.
- Develop dashboards for KPIs.
- Train staff on use of developed dashboards for continued program implementation.
- Integrate and advocate for process efficiencies with particular emphasis on use of open-source tools whenever possible.
Requirements
- A bachelor’s degree in Computer Science/IT/Software Engineering or equivalent.
- Minimum of five (5) years working experience in application development.
- Experience in developing mobile applications.
- Experience maintaining and customising DHIS2-based systems.
- Three (3) years or more working experience in a health setting, preferably in a TB/HIV environment.
- Experience working with PEPFAR funded projects.
- Experience with ETL/ELT Processes, e.g. Power BI, Tableau, QlikView.
